you are not having paraphimosis. you are having short foreskin. it is normal. don't worry. no treatment is required.
in paraphimosis, normal length tight foreskin after pulling up gets stuck there. it cannot be brought back to normal position, and requires help of doctor to bring it normal position (sometimes needs surgery)

Paraphimosis occurs due to tightening of foreskin, so it can not be cured by LOX2% Jelly. Lox2 jelly is a numbing agent used before surgery, so it can reduce the pain temporarily but will not make the foreskin retractable.
