Leukoplakia is primary cancerous lesion. It won't turn to malignant if you very strictly quit your habbit. Otherwise it il definitely turn to malignant.

Where Was the first primary cancer?
Jaw cancer treatment usually includes surgery upfront, which may entail partial removal of bone. Also neck nodes may need removal. Also the defect needs reconstruction depending upon the amount of tissue excised. It can range from primary closure, local flaps to microvascular free flap with or without bone.
Sometimes in locally advanced cases, we ask for PET scan to rule out metastasis and consider chemotherapy before surgery.

I dont have exact idea about Delhi, but in Mumbai I am a Consultant at H.N. Reliance hospital, where we have operated quite a few patients from Delhi. But I am sure there would be many hospitals in Delhi where they operate oral cancer patients.

Depends on the stage of the cancer. Usually only surgery is sufficient for early stage disease. If advanced, may need chemotherapy before surgery and chemo radiation or radiation afterwards.

Oral cancer always requires a multi disciplinary assessment before any treatment. I can not comprehend what do you mean by "best" surgeon. I would suggest you to visit a oncology centre that offers multidisciplinary care.

There is increasing evidence that alcohol-based mouthwashes such as listerine contribute to oral cancer, and therefore they should only be used for short-term therapeutic use. Also, listerine kills not only bad bacteria, but also good bacteria. It may also dry out your mouth, increasing the risk for decay.
