Gum swelling can be due to dirty teeth, hormonal changes, eruption of new teeth etc.
For that you need to consult dentist and take treatment according to your need.
If swallowing is difficult then it can be due to tonsillitis also.

Get yourself checked by dentist for evaluation of space available for eruption of wisdom teeth.
Get and xray done to check whether there is any hindrance in path of eruption.
You also need to start antibiotic and analgesic therapy for subsiding the pain.
Do warm water rinses with a pinch of salt 3-4 times daily.

Mouth ulcers are usually due to vitamin deficiency or bad digestion. Other causes are tonsils, trauma from teeth, dry mouth, tonsillitis, stress, change in lifestyle, allergies to certain foods and medication, smoking and tobacco chewing, consumption of spicy n hot foods.

Any erupting wisdom tooth will push its way out through gum and causes extra tissue to form around the tooth. When chewing, this tissue is trapped between upper and lower teeth which causes pain due to biting that extra gum. You can do warm salt water gargling.
