Firstly avoid self diagnosis with information obtained from Internet. It can harm you psychologically . Information provided on Internet is just for educational purposes. For accurate diagnosis and treatment you should consult a doctor.
As regards to your symptoms it could be Sciatica, but for confirmation you need to be examined physically by your doctor and also may need tests like MRI Scan of Lumbo sacral spine.

Hello, as regards diabetes it is essential to control blood sugar as close as possible to normal. Fasting should be around 100 mg, pp should be 150 to 160 mg and hba1c% <7 (ideally <6.8%). About cervical and lumbar pain it is better to consult an orthopedician and get it assessed/ if certain physiotherapy is suggested then that should be followed. Most often certain exercises do help in improving those conditions. Even effectively controlling diabetes also improves those conditions considerably.

In acute pain you shouldnot do any exercises.
Take some muscle relaxant for pain relief and then you can start with some back stretching exercises.

Hi lybrate-user, disc herniation is causing your nerves to get pinched when they get out of the spine. This may cause pain, tingling, numbness, etc radiating down the legs. If conservative management is not helping, you may consider a nerve root or epidural injection with a pain physician. They are effective and safe. In severe cases, you may require spine surgery. Good luck.
