waxing / shaving not only affects the hair but also the hair follicles. Those bumps are injuries due to pulling out of hair and there is a subcutaneous muscle that erects the hair during goosebumps. So, this is a temporary phenomenon and usually subsides it naturally. You should be careful about the wax and also sterilize the razor before shaving.
Applying virgin coconut oil will help you as well.

Regularly wash your hair with mild shampoo. Vitamin for hair loss. Enrich diet with protein. Scalp massage with essential oils. Avoid brushing wet hair. Garlic juice, onion juice or ginger juice. Keep yourself hydrated. Rub green tea into your hair.

Please check serum testosterone and estradiol tests.
There are no medicines ,veet hair removal cream can be applied but not final treatment.
Laser treatment is best way.
