Use natural cleanser and toner for a problem free skin.
Cleanse your skin by saturating cotton ball in unboiled milk.
Use oat meal to clean your face .
Clay (multani mitti ) based cleansers are also very good.
Orange peel powder +oat meal can be used as a scrub once a week for clear complexion.

1.Dust allergy could be because of so many agents (It could be due to pollen, mite, feathers, droppings of birds, cockroach etc)
2..I advise you to do an allergy test after consulting an allergy specialist to find out the agent which is causing dust allergy.

Extract fresh aloe vera gel from an aloe leaf.
Apply it on the affected area.
Leave it on for at least 20 minutes, and then rinse it off.
Do this at least three times a day until the rash clears.
