Most likely sounds like folliculitis. What you can do is use a good anti fungal shampoo. Do not burst the pimples. Do not apply oil. Wash your hair daily at least with water and for soothing effect, apply alovera gel an hour prior to wash. If the problem still persist do see a homoeopathic doctor.
