If he is 26 years old, then there is nothing much that can be done. But if he is young eg: 4 or 5 years old, we can still try cochlear implants. If you can afford implants, just get an assessment done by an ent surgeon and a good audiologist. They can guide you whether any surgery will help him or not. Until then try to use hearing aids.

Temporary hearing loss can happen after you've been exposed to loud noise for any duration. If you have temporary hearing loss, you won't be able to hear as well as you normally do for a while

Hearing impairment and vertigo are the main symptoms seen during pregnancy. Hearing loss is usually due to eustachian tube dysfunction, otosclerosis and sudden sensorineural hearing loss. Vertigo is attributed to the flaring up of the already existing meniere's disease.
