Better to visit a urologist/surgeon for proper examination of your current condition
podowart is only applied on warts, it's should not be applied on normal skin.
Most bleeding stops by applying pressure for some time but if amount of bleed is more then source of bleeding must be identified and ligated.
According to your description it looks as if it might be arterial bleed and is continuous, so better to visit a urologist or surgeon.

Podowart ointment is only for the warty lesion, it should not be applied on mucosa and normal skin otherwise it will peel off the skin, better to visit a surgeon nearby to examine the condition, pain might be due to fibrotic changes (peyroni's disease) or due to phimosis or local infection.

You can apply the lotion on your fore skin also. To have physical relation with wife:- there shouldnot be any matter of concern, don't worry .go ahead. Sometimes they might not respond to salicylic acid or may reccur once stopped. In that case, kindly visit a surgeon for minor excision.

Dear lybrate-user, you are correct while saying that the genital warts are mainly caused by hpv. Salicylic acid ointment is the answer to this problem. Use it twice daily for two months and it will vanish. Another chemical which is very effective against hpv is tri chloro acetic acid. You can try to find this any chemical shop. Hope it will be helpful for you.
