Hi,
- Frozen shoulder is common affect to diabetic patients.
- prolong spondylitis case may cause pinched nerve at neck region, that pain will radiate to shoulder, arms till finger tips of hand.
My advice:
-Full range of motion exercises at least twice/day (Neck & Shoulder)
-Strong Neck isometric exercises at least Twice/day (Pain free)
-Strengthening Exercise for Shoulder/Shoulder griddle muscles
-PNF exercises

Please ask your mom to continue to use the involved shoulder and extremity as much as possible given her pain and range-of-motion limits. Applying heat or cold to her shoulder can help relieve pain.
A physiotherapist can teach her range-of-motion exercises to help recover as much mobility in the shoulder as possible. Her commitment to doing these exercises is important to optimize recovery of her mobility.

Dear
frozen shoulder at your age is common with diabeties. Check the status of your diabeties first. If your blood glucose levels are with in limit and hba1c levels are normal then you check consult an orthopedic surgeon. You need regular exercises, hot fomantations for a very long periods with a course of analgesics for a short period as advised by an orthopedic surgeon.
