" Phimosis" is the technical term for an un-retractable foreskin/tight frenulum. An acute case of phimosis may create problems for the person when he would want to pass urine or to perform sex, as this action may either be restricted or become troublesome. You have tight foreskin problem. I advise you to do Circumcision if there is unbearable pain in moving back foreskin when penis is erected. It is a minor operation done under local anesthesia so there is no pain. You can get it done from good government hospital. You have to go to surgery OPD in the hospital.

Hello-"phimosis" is the technical term for an un-retractable foreskin or short frenulum. The foreskin of the penis is not retractable in an infant or a young child. Yes, if the foreskin is not very tight and can come back up to middle of head of penis then it can broke at time of sex.
