Hello-"phimosis" is the technical term for an un-retractable foreskin or short frenulum. Hello-
a frenuloplasty is a procedure that changes the penile frenulum usually to alleviate restriction. A general anaesthetic or high level of sedation is usually given for this procedure, but other forms of anaesthesia are available if indicated.
Do take note that it is a is a high risk surgery, with around 15 - 20% of men requiring a circumcision afterwards. So better try alternatives before going into the surgery.
