These white things are normal. These are fungus grown here due to high humidity under the foreskin. Don't worry, just clean with fresh tap water during bath.

Dear Lybrate user. Phimosis is a congenital narrowing of the opening of the foreskin so that it cannot be retracted. Phimosis is a very common problem. In most of the cases you can clear the problem yourself. Phimosis could cause moderate to severe pain while having vaginal intercourse. Apply oil on your foreskin and on the glans. Move the foreskin forward and back slowly without hurting you much. Because the oil is lubricant, it will be easier than without oil. Do this forward and back movement...more

Hello-
Make a habit of massaging you inner side of foreskin with castor oil daily. It has dual benefits, firstly due to its viscosity it provides a smooth lubrication thus reduce pain, secondly castor oil has a property to subside edema if used topically (if foreskin is paining due to edema of the tip of penis).

There is also a strong possibility that a tight foreskin may get forced back during sex and rip with painful, very bloody and hi...more

Hello-
No. It will be good decision to go for circumcision as diabetic patients tends to develop Phimosis recurrently, so surgical removal can be the choice of treatment. It is completely safe, just make sure that the diabetes is in control or else the healing process will delay.
