You should use some lubricant or soap and try to pull foreskin back holding penis in one hand and pulling back with another. Do not apply force, over few days it will be pulled back gradually. Otherwise you will need small operation.

For uncircumcised males, the foreskin usually covers the head of the penis (the glans). During childhood the opening of the foreskin is too tight.

I can understand your concern. Please try local application of Triamcinolone ointment twice day. This will loosen the tight tissues and may help in retracting the foreskin. Since I cannot prescribe online, please get a prescription from your local physician.
If it does not work there are some minor procedures to free the tight foreskin without removing it completely (i.E. Without circumcision).

; hi, I had gone through your question and understand your concerns, normally the foreskin should move or slide over head of penis, if you find it difficult consult a general surgeon you may need a short course of antibiotics plus pain killers, or small cut. Simple procedure. Called circumcision.

The foreskin should retract back easily because during erection it goes back.
If it's tight then insertion may be difficult.
