Yes it's quite normal to have different sizes of testes.
But is is still advised to get it checked by a surgeon.

Surgery is done to improve the sperm count it will not help in increasing the size of testis at this age.

It is entirely normal for one testicle to be bigger than the other.Also, one testicle (usually the left) often hangs lower than the other.

I suggest you to do a semen analysis and doppler study of scrotum.
If you have grade 3 or 4 varicocele then you need treatment. There are no complications if done by an expert.
Till then wear scrotal support and avoid hot baths.
