Dear sir your father is diabetic and he may have albumuniria which can decrease the albumin in blood. This decrease lead decreased oncoming pressure is cause of swelling leg which decreases in morning and visible as day passes. There are other causes like varicose vein or right sided heart failure.

I would like you give me some more details like fasting & pp blood sugar levels, hba1c level, lipid profile and medicines being taken. From your explanation it appears that diabetes control is not good. The swellings that you have mentioned are they red, pointing and painful on touch, if so they must be furruncles and on top this if you have developed foot ulcer then it is more serious matter. You are suffering with diabetic ulcer. It is due to poor supply of blood to the part. Stop smoking ,control tightly the blood sugar.
Proper dressing by specialist ,off-loading means rest to part and continued long effort is required. Be sincere otherwise you may get mishappening.

The management of diabetic foot ulcers requires offloading the wound by using appropriate therapeutic footwear, daily saline or similar dressings to provide a moist wound environment, debridement when necessary, antibiotic therapy if osteomyelitis or cellulitis is present, optimal control of blood glucose, and evaluation and correction of peripheral arterial insufficiency.
