cost depends on what type of teeth replacement you want, fixed i.e implant or removable one. You can normally chew food with that.

That depends upon the teeth that are remaining. If they are mobile, they will have to go. If they are firm and can be used for anchor or as in overdenture then they should be retained.
Cost is highly variable, that cannot be discussed without actually seeing the patient and even after that varies from dentist to dentist.

That depends on type of corrections made related to your teeth. In some cases you need to wear it for longer than 6 months. So please ask you orthodontist as he/ she would advise you best on that.

Permanent denture would mean an implant if you want it fixed. Or removable one. Kindly visit nearby dentist to get the overall cost of the denture.

Removable complete dentures can be made using different acrylic material qualities and different teeth set qualities so the cost may vary.
Also you can get implant supported overdentures which are better than normal dentures as the denture is tightly held to the jaw with the help of 2 or more implants and patients can better bite and chew with it.

Ask a nearby dentist if he can arrange a lab technician to make an impression of your mother's oral cavity. He can visit 2-3 times as a part of denture fabrication. Later when final denture will be fabricated the technician can fit it in her mouth. You have to arrange at least one visit to the dentist for evaluation of fitting of the denture. See if dentist himself can visit at home if your mother is unable to walk.

The teeth in better quality dentures don't deteriorate fast as compared to the lower grade. There is no difference in the functioning of both. The sooner the attrition of teeth take place the sooner you may have to opt fr changing of your denture. So discuss with your doc and den decide.
