That's is no way you can get any braces for this estimate. Forget ceramic. You can't decide the cost of treatment on your own. The cheaper solution to your problem will be composite built up of your centre teeth which will cost you way less than told estimate.

permanent teeth as in he can get implants done .. but only after clinical review and looking at the bone density and his medical history ..as well as a full mouth xray would be required to understand the situation inside ...one can suggest for implants..and a bridge ...

if their sides tooth of the missing teeth are present & they are not mobile (they are fixed). Then he can take FPD (dental bridge). If there are not fix teeth present. They can take implant. Minimum fpd charge may be 12000/-

I will advice you to look for a seasoned implantologist who can ethically guide you with right implant options. Good quality implants start from Rs. 30000 onwards. In these, crowns are usually fixed after 3-5 months depending on fusion of implant to the bone
If you have time constraint- implant prices go upto 60000 but the crown is fixed immediately within a week.
