Hello and welcome to Lybrate. I have reviewed your query and here is my advice. Circumcision is not completely removing the foreskin. Foreskin is just cut so as to make it completely retractable. I suggest telephonic counseling for you.
you can contact me for further advice and treatment options. Let me know if I can assist you further. Take care.

Yes it can be done in government hospital.
In fact ahmedabad government is better than many private hospitals.
In private it may cost around 5-10 thousands.

Hello-
circumcision doesn't affect fertility, nor is circumcision generally thought to enhance or detract from sexual pleasure for men or their partners.

Hello. If the foreskin is easily movable, then you can retract it back. But keeping it back all the time may create pressure and obstruct the blood circulation to frontal side. Apart from this the inner part is very sensitive. There are many receptors on it. Constant rubbing may cause damage to these receptors.

No it is not dangerous.
If you are having difficulty in retracting the skin then it may cause pain while having intercourse.
You can consult me at Lybrate for homoeopathic treatment.
