That's is no way you can get any braces for this estimate. Forget ceramic. You can't decide the cost of treatment on your own. The cheaper solution to your problem will be composite built up of your centre teeth which will cost you way less than told estimate.

permanent teeth as in he can get implants done .. but only after clinical review and looking at the bone density and his medical history ..as well as a full mouth xray would be required to understand the situation inside ...one can suggest for implants..and a bridge ...

You can do yoga to relieve stress. Clenching is damaging not only teeth but also TMJ (jaw joint) in long term. You can divert it by slow down it by always having something in your mouth like sugar free chewing gums. Whenever you clench try to chew on so that clenching urge can be diverted. Drink plenty of water to relax your body and mind. If this is not helping there are other things you can do at home. You can consult me personally if needed.

Changes depend on frequency, intensity and duration of clenching
