I would suggest that you consult your doctor for this. However, aloe vera has a neuro-protective action. It has an anti paralytic action for stroke. There is no evidence if honey can be used in stroke patients. Please be careful about what you give to your father. Best would be that you speak with your treating physician and take a way forward.
