It is not clear from what you wrote/ the doctor said that how old is that brain hemorrhage and how severe- but yes, there are people who get strokes because of bleeding in the brain but revived well due to good physical therapy, amongst other reasons.

Be patient and listen to his stroke doctors- if they are asking to wait for a couple weeks, it must be for a good reason- sometimes depending on the location of stroke and size of stroke people need longer duration of respiratory support- without looking at his brain scans and knowing more detailed medical history it is hard to tell you anything in particular.
