Post hemorragic, it is common to observe the above complaints since the cognitive function of brain gets affected. Certain mental confusions, depressions, aggressive nature or a suspicious nature is also a part of condition. She needs a physiotherapist, occupational therapy and a counsellor as well. Combination therapy helps her better and improvement depends on other health factors as well.

I don't think that kind of minor trauma will produce any brain injury. The symptoms you are experiencing maybe psychological feeling of thinking about it. Still if you want to rule out any underlying damage to brain get a ct scan of brain done. This is will rule out your doubts.

Local anesthesia has very minimal effects on patients with severe lvdysfunction. If like cataract surgery perse risk will be very low. Inspite of that surgery itself carries a bit higher risk in case of severe lvdysfunction.
