Panderm cream and other creams like this are strong steroids not meant to be applied on face for regular use. These strong steroids cause many side effects - pimples, atrophy, striae, rosacea, etc. The bumps you have are a side effect of that cream. Now that they are persistent since a month then you should better consult a dermatologist personally. Till then use a face wash for oily skin twice a day.

Choosing antibiotics should not be done by you as the sensitive drugs are not always same. You can take pain killer till you reach a doctor and then antibiotics should be prescribed by the doctor. Also if you have repeated boils then get your blood sugar levels checked.
