Rash is because of the fever. If there is no itching and if the rash is not increasing then do not worry. It should subside within 2 to 3 days. If it does not then you should seek medical advice. 10 according to me is not good level before surgery though it is aacceptable.
One needs blood or not peri-operatively can not be predictted.
