The bulging you describe can first be checked by your general ophthalmologist to rule out puffiness due to allergy/dryness, etc. If that has been ruled out and it is surely due to thyroid and very significant, then you may visit an oculoplastic surgeon. She has got uncontrolled diabetes, and a non responding unilateral swelling in leg needs urgent attention to rule out circulatory obstruction in the leg due to diabetic complication. At times it may take a serious turn in to diabetic gangrene. Show her to a general surgeon immediately and once he clears serious reasons, then a diabetologist should prescribe her appropriately. She may need a colour Doppler examination of her leg.
