guys are all build differently and so are thier man tools the scrotum ball sack holds the testicals and is a very unique part of the body the testicals (balls) need to be a a certain tempreture to create sperm. Too hot not good too cold not good. so when the balls get too hot the sack will get loose and hang low and away from the body to stay cool. if his balls get cold like swimming in a cold pool or lake the sack will get high and tight keeping the balls close to the body for warmth. that is what happens to a guy mostly his balls are in his pants and are warm so most of the time they hang
