Hello- Yes in certain conditions like PCOD etc. where menstruation is not regular, the periods may or may not be associated with the ovulation. >This is due the cyst which prevents the ovum to rupture during menses.

Ovulation mean egg formation in ovary. It is the phase of a female's menstrual cycle when an egg is released from the ovaries. If there is no pregnancy, the uterine lining as well as blood will be shed during menstruation. After ovulation period over female get menses.
