If you haven't had intercourse then she is not pregnant. It's likely to be delayed menses. 28 days is the normal periodic cycle. But for some its will vary due to various reasons like change in daily routine or weight gain etc. Few days late or early is quite normal. Check her thyroid levels. Poly cystic ovarian disease also can cause delayed menses.
