Hello sorry to hear this.
It seems you have a fracture in the c1 and some degenerative changes because of that.
The most common type of c1 fracture is the jefferson's fracture. Most of these types of fractures can be managed without surgery. There are a few rare subtypes and associated injuries which may necessitate a surgery.
Will you please upload me the ct, mri reports so that I can determine the exact type of your injury and then will be able to tell you if you need any surgery or it can be managed without surgery.
