Madam, it appears he has uncontrolled diabetes (hba1c 11.3%). Volix is voglibose a drug given to slow down glucose absorption following a meal. It helps in reducing after food rise blood glucose level. However, his treatment for diabetes is not adequate, needs to be changed. In good controlled diabetes hba1c level is around 6.5%

As you have seen both the products have same ingredient only prices are different. There are many other brands like K- VOG 0.3 mg and others more economical. If his blood sugar levels are within limits and if he is not suffering from any other health issues.Then switching over to insulin is not required.
