If you are using 5% Minoxidil solution then yes you can (& you should) use 1ml solution twice a day but if you are using 10% solution then once a day is enough.
It usually takes 3 to 6 months to see a visible difference.

Topical solution are not known to cause the side effect which you are complaining. Although due to some oral medicines for hair regrowth this kind of side effect is expected. Also after discontinuation of such medicines the side effects are reversed. There could be other factor in your case for which you should get evaluated completely.
