Yes, you definitely can use minoxidil and finesteride. But more than knowing dose you should first consult a dermatologist to know whether you actually need it or not? As you might not have significant hair loss which need these medicines. & even if you do, you need to know whether it's androgenetic hair loss or not? (finesteride is not for all types of hair loss).

For mild anxiety symptoms psychotherapy ie. Counselling or cbt is sufficient. For anyhthing more than that you need both psychotherapy and medicines. The medicines you mentioned do not usually aggravate any mood problems. So you may continue them. For medicines you should consult a psychiatrist.
