If an ulcer is not responding to topical anaesthetic or corticosteroid for more than one week it's better to visit a dentist to rule out other causes of ulcers some of which needs attention immediately.

Could also be a vitamin deficiency. So you may want to start vitamin b12 supplements as it aids in ulcer healing.
Ulcers also happen due to stress.
Also in some cases ulcers could be due to allergies or a sign and symptom of some other condition.
So if they persists more than 2-3 weeks, then visit a doc and get evaluated.
