We need to find correctable causes in your case as you are pretty young.
I think small dose of beta blocker will be good choice to control pulse but again correct any correctable cause for high pulse and blood pressure.

you need to a add a diuretic to control your blood pressure. You can try tab natrilix sr 1.5 mg once a day in morning in addition to telmisartan.
