the medication which you are using are ideal for dandruff but only thing it can cause tightness of scalp if used in appropriately. Please make sure you use a conditioner if hair is rough or use stern alternative days to prevent tightness. For time being stop for for couple of days and then you can restart.

betamethosone is a steroid it will make skin hard and lose its elasticity. So the phimosis will be worsen, if betamethasone is used for a long time. Try safe method instead. Ayurvedic medicines can treat your phimosis.
