These 2 are medications used for short term control. For longer periods you need SSRI or SNRI group of medications which your psychiatrist will select based on various parameters in anxiety. Some anxiety disorders are short lived, some long drawn, which will be known during the course of treatment only. All the best.

It is not necessary that hypertension will be controlled by single drug in all patients. In fact most patients of hypertension require 2 or more drugs to control bp.
Consult your doctor and he will adjust the dose and medicine as per your body requirements.

First decrease the dose of etizolam to 0.25 for a week and then if you do not see any withdrawal symptoms can stop it completely or further decrease the dose for one week and then stop it. Once you stop etizolam without any withdrawal symptoms then you can decrease doses of paroxetine same way as etizolam and stop it completely.
