You can use since the cut is fresh you should have dressing with betadine after sometime you can use soframycine ointments. No water touching the wound to prevent infection.

Could be tinea cruris, which a fungal infection. Soframycin will not help in this. Show to a nearby dermatologist, who will, confirm the diagnosis and prescribe appropriate treatment. Wear loose fitting clothes, keep the area dry and airy for rapid resolution.
