It is an anti-hypertensive medicine. Any medicine should not be taken empty stomach as it will cause acidity and burning in stomach hence medicines are advised to take post food. So, have tablet after breakfast.

Anytime is good if you are taking once in a day. We suggest morning cuz day has more stress leading to rise in BP, so taking in morning is better.

your blood pressure level is little high than normal, it is 145/100 I think,
Upper limit upto 140 n Lower limit btn 70-80 is normal
As you r on little higher side, take medicine for some time, change your life style n diet,
If possible switch on to Ayurvedic medicine after consultation
Practice deep breathing exercises.
