As you have mentioned, you have oily hair/scalp first thing you should do is to avoid overnight hair oil application. You should wash your hair atleast thrice a week with shampoo containing salicylic acid or coal tar or ketoconazole. While using above mentioned shampoo remember to apply it properly on scalp and keep it atleast 3 to 5 minutes before washing for getting better results.

Yes it is absolutely safe. I myself face lot of dandruff issues and have been using ketoconazole containing shampoo for years now and that top daily with no side effects.

Dandruff can be treated with lotion and shampoo (not the commercial ones which you use). Some people have more oiliness on the scalp which then causes visible flakes that people called dandruff. There are also some conditions which present with flaking of the scalp and have to be treated properly. Do not apply oil on the scalp as it will worsen the condition.
