Yes, you can use 1-2% salicylic acid containing facewash.
In case you experience dryness of skin due to these products, use a hydrating moisturiser multiple times throughout the day. If the dryness persists, consider stopping the salicylic acid facewash and use a gentle cleanser.

Psoriasis can be treated with minimal costs also. It would be best for you to visit a government hospital. Medicines may be cheap, but that will require blood tests once in 3 months atleast(sometimes more frequently). And depending on your response and weight the dosages will also vary

Combination chemical peels over affected area once in 3 weeks.
Sun protection azelac lotion for application twice in a week at night over affected area.
Deriva Ms. Gel to be applied very little over affected area once in a week at night (strong medicine apply little at night only)
will take few months to show some improvement.
Salicylic plus lactic peels will be ideal. These have to be done by a dermatologist at skin clinic. Follow up after a month.

Psoriasis cannot be cured, but it can be managed very well with medications. Occasional use of propysalic will not help you. You need a proper course of treatment with a dermatologist, and you need to follow up with them as well. Please do direct online consultation with photos if you need to.
