Hello, well yes it is curable though if it has spread to your mucous membrane orally there are chances of its revival. But there is nothing to worry about as there is treatment for everything and cure. So yes for your medciations you apply at night before sleep. And since these medications will be absorbed you can rinse but try to minimise the rinse. Thank you.

It wouldn't harm your teeth or gums in any manner as any medication or ointment made for oral cavity is thoroughly tested before releasing it to the market. But if possible, I would like to advise you to rinse your mouth after 10-15 minutes of application, before you go to sleep. First of all, a mouthwash has to be used for a reason. And only be prescribed by your dentist. Its not a very good practice to just randomly buy a mouthwash and start using it.
And if a mouthwash is prescribed, it should be used because it reaches to those spaces in-between your teeth and gums where the toothpaste can reach.

A simple cleaning of teeth should be sufficient for reducing the bleeding from gums. It generally happens due to accumulation of things in between your gums and teeth.

You need scaling polishing for sure. But bad breath has many causes intraoral like deposits and gum disease and extraoral like nasal infection, gastric infection etc. So get your complete examination done. Brush twice, rinse after every meal and clean your tongue as well.
