I am 28. Recently went for a massage and ended in sex. Wore condom during the sex. But I am afraid that I have touched her vagina with my penis. I took pep within 24 hours. Am I @the risk of hiv. How effective pep is.

PEP is done on HIV patients. Since you haven't got tested for it prior, its recommended to get it now for diagnoses.

No tests are reliable after pep for now, it is recommended to wait atleast for 3 months for the test.

Here I asked all doctors that last week I licked mud which might have dogs rabies saliva on it. Then I spit out. All doctors tell me no need for pep or anything. Nobody giving me also pep for just immunisation also. So what should I do. Shall I leave it and say i'm fine no need to worry.

There is no chance to get rabies from mud or any other inanimate object which might have been liked by a rabid dog (and not any dog ). You have no chances and need not to repeat the dose now.

Rabies will not spread from mud and hence no one is giving you vaccine and you do not need it and relax the mind without being obsessed.

Your test results are conclusive and you need not worry anymore. If you still have doubts you can do a 4th generation test after 90 days.

You don't need to worry rabies is spread through a bite which you don't have so I suggest you that there are no requirements of vaccination and if you feel to have you can take booster dose as prophylaxis.
