The fact that the eosinophil count is high it points to an allergic cause.
Deviated nasal septum & enlarged inferior turbinates are the other causes of nasal block. Nasal drops or sprays will give only temporary relief. It is better one does not use them.
Taking an antihistaminic along with a decongestant might give you some relief. Surgery should be the last option.

This condition is called rhinititis medicamentosa, is dangerous. As over use of otrivin causes high blood pressure. You should immediately stop otrivin and see ent doctor.

1.Do steam inhalation by steam inhaler 2-3 times daily with Karvol plus inhalant capsule
2.Put otrivin nasal drop 1 drop thrice daily/otrivin nasal spray one spray three times daily
3.Take one tablet of Levocetrizine(5mg) at bed time.
4. Drink lukewarm water/hot soup/herbal tea etc

You may give steam inhalation 2-3 times a day then use Furapray nasal spray twice a day along with Tab.Montair LC Kid once a day,keep body with side during sleep so there wil no nasal obstruction.
