Yes. OCD needs higher doses usually. With Fluvoxamine you can upto 300-400 mg also.

Yes, there will be interaction between fluvoxamine and ginette 36. But it is not dangerous. It is only adjustment of dose. You need to discuss with your doctor about what is bothering you more - the need to take ginette or fluvoxamine? i would like to know why you were prescribed these to drugs and the dose.

generally one month period is enough to get the desired results, but in some cases it may take a longer time. It depends on many factors like the severity of the illness, age of the patient etc. Better complete the 2-month course as prescribed by your doctor, and then if there is no improvement you can ask the doctor for other medicines.
