Some time not proper use of permethrin and another measure faliure of treatment 1. Daily bath with medicated soap like detol etc 2. Treat family member and daily close contact person 3. Clean all linen, bed, cloth and other thing of contact with dry sun exposure
4 permethrin require 10 hrs contact period on body so bettter use at night after taking bath
5. Use ivermectin weekly is better.

First of all confirmation of disease is very important you may be having some other disease looking like scabies secondly only permethrin may not be suffice and way of applying or other steps may not be taken by you may be cause of not curing of scabies eumosone is not going to cure you better discuss with any dermatologist including me for proper management.
