Hi! depending on the history, you might be suffering from eczema scrotum .but however, fungal infections to be ruled out. The creams which you have applied hydrocortisone is a steroid cream ,which gives temporary relief but contrary will spread the infection more ,once stopped. Please stop the steroid cream.
