Nasivion are just unbearable for small kids. They generally react instantly. But if your child is not reacting to it, just don't worry and switch nasal spray. Also most important is do not use nasal spray if baby is not very serious cold. Use hot water nass, pure and no side effect, also very effective.

If nasoclear isn't helping use otrivin p nasal drops, 2 drops, apply vicks to feet, and give antuhistaminic as well,

for this you can use the nasoclear nose drops you can use for 3 to 4 times in a day .and only steam can be given for cough ok

Mucolite sr capsule is best! twice daily for 5 days. Do not take otrivin. Use nasoclear which will cleanse the passage only. Though not good relief, it is safe for now. Also use karvol plus steam inhalation capsules and do steam inhale with water everyday.

If cold n cough is without fever n there is no involvement of lung and baby is active, just saline nasal drops 4-5 times in a day is sufficient.

Keep your child as calm and comfortable as possible and offer plenty of fluids.
Give acetaminophen or ibuprofen for fever. Ibuprophen should only be given if your child is drinking reasonably well. Clear nasal congestion with a bulb syringe and saline (saltwater) nose drops. 
take your child outside for a few minutes if it is a cold day.  breathing in the cool air may ease symptoms.
