Saline drops are safe and may not give consistent with block. He has allergic nasal block and may need other nasal drops like Otrivin.

Otrivin (or other topical nasal decongestant) is not a very good medicine. I know it gives immediate relief but on long term use it has side effect (rhinitis medicamentosa) leading to persistent nasal obstruction for which it is used.

1.Do steam inhalation by steam inhaler 2-3 times daily with Karvol plus inhalant capsule.
2.Put otrivin nasal drop 1 drop thrice daily.
3.Take one tablet of Levocetrizine (5 mg) at bed time.
4. If you have recurrent attack of cold you may be having sinusitis/allergic rhinitis
5. Consult ENT specialist for sinusitis
6.Do an allergy test after consulting allergist/Immunologist if you are suffering from Allergic rhinitis.

It is normal saline (Salt) solution and safe for allergy or crusts, dry nose. Others containing chemical like Oxymetazoline etc are not.

Exact diagnosis or disorder connected with nose like allergy, nasal defect etc must be made on consulting good ent specialist whenever available. Some tests like nasal endoscopy may be necessary. Allergic agent like dust, change of wealthe, pollution, domestic pet animals etc is to be explored. Sinerest tablet may give temporary relief. Sprays and nasal drops only temporarily. Constant use will be habit forming try breathing exercises of yoga.
