The cream you are using should never be put on face. Spots on skin may be secondary to acne, sun damage, chicken pox and many more reasons. You need different depigmenting creams for clearance and maintainence. Also you should use a sunscreen regularly. The choice of creams depends on your skin type and pigmentation type. Donot self medicate and consult a dermatologist.

you can apply aloe vera juice/gel from its leaf (fresh), not from readymade gels available in market. Remove skin of an aloe vera leaf. Take /scoop out gel. Apply this gel to your face skin. Bath with decoction of neem leaves.
Take 100 leaves of neem and boil it with 2-3 litter water after complete boil for 5-10 minute filter it and add with a bucket of water, use this water for bath, do not use any soap, after bathing must dry the skin, at bed time you can apply chalmogra oil whole body but carefully. It seems to be due to contact dermatitis
you will have to add an antifungal cream also.
Try to find out which is the allergen causing the itching
you will have to use the medication minimum of 3 weeks to see any effect.
